要实现乡村全面振兴的目标，关键在于构建并推动农业新质生产力的形成与发展，其核心构成要素主要包含新型农业劳动者、新型农业劳动工具以及新型劳动对象。但在培育与推进农业新质生产力发展的进程中，存在一些制约发展的现实问题，如农业科技创新能力不足、农业人才发展体系不够完善、存在一定的数据安全风险等。基于此，迫切需要采取综合性举措，以科技创新驱动农业新质生产力，以培育高质量农业人才发展农业新质生产力，以数据赋能农业新质生产力，稳步提升农业新质生产力水平。

To achieve the goal of comprehensive rural revitalization,the key lies in building and promoting the formation and development of new quality productivity in agriculture. Its core components mainly include new type agricultural talents,new-type agricultural tools,and new-type objects of labor. However,in the process of cultivating and promting the development of new quality productivity in agriculture,there are some real-world constraints that restrict development,such as insufficient agricultural scientific and technological innovation capabilities,an inadequate system for the development of agricultural talents,and certain data security risks.Based on this,it is urgent to adopt comprehensive measures: to drive new quality productivity in agriculture through scientific and technological innovation,develop new quality productivity in agriculture by cultivating high-quality agricultural talents,and empower new quality productivity in agriculture with data,so as to steadily improve the level of new quality productivity in agriculture.
